ArmInfo. The issue with Electric Networks of Armenia (ENA) remains subject to arbitration proceedings. Narek Karapetyan, a member of the Strong Armenia party council, stated this in an interview with CIVILNET.

As a reminder, by a decision of the Public Services Regulatory  Commission on November 17, 2025, ENA CJSC, part of the Tashir Group  of Companies headed by Samvel Karapetyan, was stripped of its  electricity transmission license. The decision details violations the  commission found in the company's operations.  Specifically, in one  case, the company overstated 134,800 kWh, and in another, failed to  account for 11,300 kWh. Several thousand new subscriber connections  are also overdue, and the total number of loan guarantees secured  against ENA assets has approached $690 million. The deteriorating  trend in electricity supply indicators continued, with the average  duration of outages increasing by 4.2%. On June 18 of last year, law  enforcement agencies arrested and then a court remanded Samvel  Karapetyan in custody on charges of calling for the overthrow of the  constitutional order. This happened only because Karapetyan, speaking  out in defense of the Armenian Apostolic Church, stated in an  interview that "we will intervene in our own way" if politicians fail  to fulfill their mandate. Following Karapetyan's arrest, the  authorities effectively seized control of ESA from the Karapetyan  family, appointing Romanos Petrosyan, a member of the Civil Contract  party, as its interim manager.

Narek Karapetyan noted that an international arbitration court had  previously issued a ruling banning all actions against ENA, but the  country's authorities had ignored it. In the current situation, the  party isn't even considering the amount of compensation for the  company, as the matter remains subject to arbitration proceedings.  However, as a member of the party council noted, protecting  investors' rights is far more important in this case. "What will  happen to the networks is a matter of international law. We must do  everything possible to prevent the country from becoming like a  number of Latin American countries, where nationalization has become  the dominant factor leading to poverty in these countries," said  Narek Karapetyan, adding that any investor coming to Armenia should  be confident in their investment and have guarantees that in four  years, they won't be arrested for making statements that displease  the authorities, especially the RA prime minister, depending on the  latter's mood, and the company will be nationalized.
