
ArmInfo.The Anti-Corruption Committee of Armenia has established that the head of the relevant department of the Abovyan Community Communal Services (CNCC) in the Kotayk region abused his official powers to commit illegal actions in favor of a convicted person by accepting a bribe.
Specifically, the preliminary investigation revealed that, in order to fulfill the 80 hours of community service required by the verdict of the Kotayk Regional Court of First Instance of the Republic of Armenia, the convicted person in the aforementioned criminal case was sent to the CNCC in May 2025, where the head of the aforementioned department was appointed to oversee the community service. However, the latter demanded and, between May and June 2025, received a bribe through an intermediary in exchange for illegal actions: fictitiously registering cleaning work mandated by a court order without actually performing it.
As a result, the convicted person failed to report to the assigned station and did not perform the community service, but a certificate of actual completion of the sentence was prepared in his name and sent to the relevant authorities.
The official of the Abovyan Public Utilities NGO has been charged under Article 435, Part 2, Clause 3 of the Criminal Code of the Republic of Armenia. The person who gave the bribe has been charged under Article 436, Part 2, Clause 3 of the Criminal Code of the Republic of Armenia. The person who acted as an intermediary in the transfer of the bribe has been charged under Article 437, Part 1 of the Criminal Code of the Republic of Armenia. The preliminary investigation of the criminal case has been completed, and the case materials with the indictment have been sent to the prosecutor's supervisory authority with a petition for approval and referral to the court.
