
ArmInfo.Artsakh residents who applied for participation in the state housing program and were rejected due to their absence from the database of the Migration and Citizenship Service of the Ministry of Internal Affairs of Armenia (MIA) can appeal to an interdepartmental commission by submitting the relevant documents to the Ministry of Labor and Social Affairs of Armenia. This was announced on the Ministry's Facebook page by Nver Kostanyan, press secretary of the Ministry of Labor and Social Affairs.
He also warned that citizens should not contact third parties, paid services, or organizations regarding this matter, explaining that the commission accepts applications exclusively on behalf of those whose applications were rejected. "After this, the application documents are reviewed in the established manner, if necessary, in cooperation with other agencies," Kostanyan concluded.
As a reminder, on September 19, 2023, Azerbaijan, under the pretext of an "anti-terrorist operation," initiated a large-scale aggression against Artsakh, which led to the complete de-Armenization of the NKR. This followed a nearly 10-month blockade of the republic. Since the enemy aggression that began in the fall of 2020, which culminated in the complete ethnic cleansing of Artsakh in September 2023, over 150,000 Artsakh residents have lost their homeland and become refugees.
The terms of the state housing program for Artsakh residents have recently been amended, according to which Artsakh residents of all target groups can apply for participation in the housing program, regardless of the number of minor children in the family or the presence of individuals from other vulnerable groups.
Furthermore, an interdepartmental commission has been established to study the individual cases of applicants who applied for participation in the housing program but were not granted beneficiary status. However, as reported by the Council for the Protection of the Rights of Artsakh Residents, even after some changes agreed to by the government, the most important proposals were not adopted following the negotiations.
