As noted on the website of the Spanish Senate, in their appeal, the legislators noted that from September 27, 2020, the armed forces of Azerbaijan, with the support of terrorist organizations from Turkey, began an aggressive war against the Republic of Artsakh. Azerbaijan's large-scale armed attack on the Republic is accompanied by serious violations of international humanitarian law, as well as the laws and customs applied during armed conflicts. In particular, the Azerbaijani-Turkish armed formations are deliberately bombing cities, towns and civilian objects in Artsakh in order to intimidate and destroy the civilian population. Many journalists were also injured during the shelling of civilians. "On September 29, we saw in the photographs provided by the official sources of the Republic of Armenia, how the F-16 fighter of the Air Force of the Turkish Republic, based at the Ganja airport in Azerbaijan, shot down the SU 25 fighter of the Armenian Air Force, which was carrying out tasks to protect the country's airspace. It was a vivid example of Turkish intervention, "the appeal says.
At thae same time, Spanish lawmakers draw attention to the fact that Azeri troops used cluster bombs, which is a serious violation of international humanitarian law. Ignoring the constant calls of the OSCE Minsk Group co-chairing countries and the international community for an immediate restoration of the ceasefire regime, Azerbaijan and Turkey continue military actions, guided by the goal of resolving the conflict by force.
"That is why we are addressing the Spanish Congress and the Senate as a consolidated democracy and having a corresponding weight in the international community, in order to call for the unity of all democrats, all human rights defenders in order to prevent new crimes against humanity," the authors of the appeal note, calling on the international community recognize the right of the people of Artsakh to self-determination. "In the current situation, the international recognition of Artsakh is the only effective mechanism for restoring peace and security in the region. We strongly condemn the aggression of Turkey and Azerbaijan against Armenia and Artsakh, especially the bombing of the population and civilian infrastructure, as well as the intervention of Turkey and the participation of Syrian and Libyan mercenaries, a fact that has already been confirmed by France and Russia.
