Raising the security level of the Republic of Armenia and Artsakh,  encouraging labor and investments, overcoming poverty and ensuring  the rule of law: the "My Step" block presented its priorities

This is stated in the election program  for the upcoming parliamentary elections on December 9 of the  political team and the acting. Prime Minister of Armenia Nikol  Pashinyan.

According to the document, the activities of the My Step block in the  next 5 years will be aimed at implementing an economic revolution.  "We intend to take decisive steps towards the establishment of  Armenia in an industrial, technological country with high  environmental standards," the document says. To achieve the goal, key  importance is attached to consistently increasing the security of the  Republic of Armenia and the Republic of Artsakh, international  recognition of Artsakh's right to self-determination, encouraging  work and investments, overcoming poverty through work and education,  ensuring the rule of law, improving the welfare of the people and  cost effectiveness in the state system .  One of the political  priorities of "My Step" proclaims that the level of combat readiness  of the Armenian armed forces and their productivity should be brought  into line with modern security requirements. Goals and objectives in  the field of defense in the long term, as noted, should be set on the  basis of a comprehensive assessment of existing and possible threats  of a military nature, and the available resources to eliminate them.

The key objective of the foreign policy of Armenia is to ensure the  sovereignty and security of the Republic of Armenia, the peaceful  settlement of the Karabakh conflict. The Government of Armenia will  focus on enhancing the authority and role of the country in the  international political arena. Among the priorities of foreign policy  is the issue of international recognition of the Armenian Genocide.  Armenia will consistently develop good-neighborly relations with all  partners.

Armenia will continue to develop relations with the Armenian Diaspora  on the basis of mutual respect. The new strategy of working with the  Diaspora will be aimed at ensuring the following principle - Strong  Armenia, the Diaspora is strong.

The cornerstone of the economic policy of Armenia will be to increase  the competitiveness of the Armenian economy, the formation of a  modern economic system based on knowledge and innovation. The  document promises the citizens of Armenia the right to decent work  and an increase in the quality of life.  The economic policy will be  based on an increase in exports and employment, as well as investment  policies aimed at encouraging labor. As a result, the structure of  the economic system of the republic will be changed, which will come  to growth thanks to the efforts of all participants in the process.  To this end, the practice of making sole decisions will be  eradicated. Based on the opinions of expert circles, policies will be  determined in various sectors of the economy, steps have been taken  to increase the recognition of Armenia and the formation of an  Armenian brand. 

In general, as noted, the growth of the economy should be inclusive.  In this context, economic policy priorities will be the elimination  of bureaucratic restrictions, lower tax rates, growth of SMEs and the  uniform development of regions, the creation of a single window to  attract investment and a competitive energy system, the creation of  reliable and affordable infrastructures and the digitization of  public services provided. To this end, it is planned to reduce  administrative burdens, eliminate regulations that hinder business  development, simplify tax and customs policies, increase exports and  invest in infrastructure projects.

In the context of the formation of a "Socially Protected, Intelligent  and Healthy Society", the "My Step" block offers to work towards the  creation of an inclusive, competitive educational system. To achieve  this goal, an increase in government funding is envisaged, as well as  private investment. The bloc also promises affordable and  high-quality medical care to citizens of the country, within which  within the next 3 years allocations from the state budget will reach  2% of GDP, and in the context of 5 years - 3% of GDP.  In order to  create a sustainable social protection system, it is planned to  develop the skills of the unemployed, the opportunity to obtain  affordable housing for young families, as well as to reform the  pension sphere and stimulate fertility. These actions will be aimed  at forming a middle class in the republic.  In particular, it is  planned to reduce poverty by 10 percentage points by 2023, and  extreme poverty - by 5 percentage points.

The vision of the block in the field of nature conservation is based  on the principles of ensuring the integrated preservation of the  environment and its reasonable use. The cultural policy will be aimed  at creating conditions for creative people from different countries  to wish to live and create in Armenia.  The state administration will  be reformed taking into account the effectiveness of the funds spent.   According to representatives of the "My Step" block, the state  administration system is excessively inflated and ineffective. Thus,  the unit considers it necessary to carry out fundamental changes in  the system. Public finances, as noted, should be spent targetedly and  economically.

In the direction of establishing justice in the country, as well as  the rule of law, My Step proposes the creation of an independent  judiciary, the discharge of courts, and the provision of the right to  transitional justice. The new government will also continue the  anti-corruption struggle, during which cooperation will be  established, both with civil society and international organizations.

At the end of its program, the block "My step" defines 50 steps  towards the implementation of the slogan "Happy individual, caring  society, powerful state". First of all, the authorities intend to  develop the domestic military industry, further to include Artsakh in  the negotiation process as a full party to the conflict, remove legal  barriers to use the potential of staff from the Diaspora in the RA,  reduce tax rates on income tax, income tax and dividend tax, free the  microbusiness until 2023, improve the condition of roads in Armenia,  facilitate the implementation of IT programs, increase salaries for  civil servants, as well as pensions, introduce a total health  insurance system I, modernize the educational system. "My step" will  not abandon the idea of raising the water level of Lake Sevan, reform  the mandatory pension savings system, as well as work on increasing  the volume of "exports" of Armenian culture.
