Butterflies and cloves became the basis for stopping large-scale works at the Amulsar deposit

ArmInfo. The inspection body  for environmental protection and subsoil, even with a great desire  and with considerable effort, could not find any deviations from the  project documentation in the activities of the Lydian Armenia  company, and is forced to rely on the expected environmental factors.  This is stated in the statement of the stable development team of the  Lydian Armenia company, which was received in the ArmInfo.

Recall that on the eve the inspection body for nature protection and  subsoil in connection with the emergence of new environmental factors  required  Lydian Armenia Company  to stop all work on development of  the Amulsar deposit before conducting a new examination and making a  decision based on this examination. The head of the inspection body  appealed to the Prosecutor General's Office in connection with the  facts of extraction of the Lydian Armenia CJSC mining mass without  the right to subsoil use to identify the crime and in accordance with  the established procedure to give a course to this matter. With  regard to the company "Yeghegnadzor water user", an administrative  proceeding and determining the legality of supplying Lidian Armenia  with water through the Kechut-Zaritap water pipeline were initiated.  With regard to the enlarged community of the city of Jermuk,  administrative proceedings were instituted for the use of the  Gndevank's Seven Sources of Gidee water pipe in the Gnedevank  community to supply water to Lidian Armenia, and to determine the  eligibility for authorizing the installation of crushing stations  during the construction process.  As it turned out, according to the  company's statement, the basis for stopping works was the  identification of the purple carnations and butterflies "Apollo"  listed in the Red Book, first discovered on the territory of the  Amulsar deposit. And, purple carnations, allegedly discovered by  biologist Anoush Nesisyan, attracted by the inspection body as an  expert. However, till now the companies did not have plant varieties,  which, allegedly, were discovered by Anoush Nersesyan. Lidian Armenia  believes that these plant varieties were either not found at all, or  they were noted outside Amulsar, as the "results" recorded by the  biologist are secret from the company's employees. And, Anush  Nersisyan herself is not sure that this is really about purple  carnations.

 At least, the report featured the expression "most likely, a purple  carnation." By the way, in the report there is a mention in occasion  of the given grade of plants. In particular, the report notes that  this variety is known in the vicinity of the village of Gndevank.

In addition, if you follow the results of the examination made by the  experts of the inspection body on the basis of the submitted photo,  according to the Code of Administrative Offenses, the same Anush  Nersisyan should be brought to administrative responsibility, as she  tore off the plant listed in the Red Book. "According to the 93rd  article of the Code of Administrative Offenses, administrative  responsibility for the collection of plants, herbs and roots listed  in the Red Book is provided, this again indicates the professional  unpreparedness of this specialist who does not even know that the  collection of plants listed in the Red Book, is an offense, "the  statement says.

As for the "Apollo" butterflies , then, as noted in the company,  since 2013 during the ongoing research in the squares of the Company   60 species of butterflieswere found, including butterflies Apollo  (Parnassius Apollo). These areas in the past concerned the place of  discharge of empty rocks. However, according to the expert opinion,  the places of discharge of empty rocks changed, as a result of which  the biological environment of this individual remained outside the  influence of the zone of the deposit.  Therefore, she was not  included in the report. "There is no scientific basis for allegations  that this area is a given habitat for this species", - the document  says. 

Thus, the statement stresses, the "new environmental factors"  identified by the inspection body are not new. They were in the  center of the company's attention when developing project  documentation. The fact that the body considers them as new  environmental factors indicates that it was not able to detect  deviations from the design documentation, and is forced to operate  with "new environmental factors".

The report also notes the intentions of the body to appeal to the  Prosecutor General's Office in connection with the lack of permits  for "Lydian Armenia" mining permits in order to determine in these  actions the corpus delicti. In this regard, the company considers it  necessary to state the following: the presence of rocks from two  quarries is not yet evidence of mining. During the meeting with  representatives of the inspection, the company's employees constantly  insisted on clarifying what minerals had been extracted from these  quarries. However, none of the representatives of the inspection  could answer the question posed. Moreover, on July 30 of this year, a  control visit was made to the company's construction site, in  particular, to the site of the empty rock disposal site. The purpose  of the visit was to assess the recovered precipitation from the  wastewater discharged in the planned sector (by sampling). Mr. A.  Grigoryan, head of the inspection body, and T. Navasardian,  representative of the company, took part in the trip. The geologist  who examined the open pit, clearly noted that the appearance of clay  soil can not be considered a potential source of pollution.
