
ArmInfo.Drivers can contact the Yerevan Municipality to request a refund of amounts collected for paid parking in 2025, according to the investigative publication Hetq.
According to the source, the Cassation Court rejected the appeal of the Yerevan City Council regarding the increase in paid parking fees, known as "red lines." Thus, the Administrative Court's decision invalidating the Council's regulations on increasing parking fees has entered into force.
Specifically, the court invalidated the price increase, citing that, according to the law, parking fees cannot exceed the actual costs of providing the service. Furthermore, the court ruled that increasing the local fee rate cannot be used for the purpose of reducing congestion on any street. In other words, reducing congestion on streets cannot serve as a basis for increasing rates.
The court also noted that the mayor's office failed to prove that the sharp fee increase was intended to improve the quality of services provided.
Effective January 1, 2024, Yerevan City Hall has required citizens to pay 160,000 drams (approximately $400) per year for parking on "red lines" in the center of the capital (in Yerevan's Zone A). The fee for parking in Zone B is 24,000 drams per year. Previously, the fee, regardless of location, was 12,000 drams.
Hourly, weekly, and monthly parking rates have also increased significantly. For example, previously the cost of one hour of parking was 100 drams, but from January 1, 2024, for zone "A" it was increased to 300 drams, and for zone "B" - to 200 drams.
