Դեսպանությունը հավաստոմ
է, որ ԱՄՆ արտաքին քաղաքականությունը որոշվում է դաշնային կառավարության, այլ ոչ
թե տարածքային օրենսդրական մարմինների կողմից:


 


«ԱՄՆ արտաքին
քաղաքականությունը որոշում է դաշնային կառավարությունը: Նահանգներն ազատ են`
արտահայտելու իրենց կարծիքը, սակայն նրանց դիրքորոշումը չի արտացոլում ազգային
արտաքին քաղաքականությունը: Լեռնային Ղարաբաղի հարցով Կալիֆոռնիա նահանգի Սենատի
ընդունած բանաձևն օրենսդրական մեկ մարմնի տեսակետն է և չի փոխում այս
կապակցությամբ ԱՄՆ արտաքին քաղաքականությունը»,-ասված է ԱՄՆ դեսպանության հայտարարության
մեջ:


 



Հիշեցնենք,
որ օգոստոսի 28-ին ԱՄՆ Կալիֆորնիա նահանգի Սենատը ձայների մեծամասնությամբ
ընդունեց Լեռնային Ղարաբաղի Հանրապետության անկախությունը և Արցախի ժողովրդի
ինքնորոշման իրավունքը ճանաչող AJR 32 բանաձևը: Փաստաթղթում ԱՄՆ նախագահին և
Կոնգրեսին կոչ է արվում ճանաչել և աջակցել ԼՂՀ-ին:
