Յանա Ամելինա. 2015 թ. Ռուսաստանը կշարունակի Լեռնային Ղարաբաղի հակամարտության կողմերի հետ զենքի առևտրի հավասարության քաղաքականությունը

2014 թ. աչքի է ընկել սահմանին իրավիճակի աննախընթաց սրացմամբ և բանակցային գործընթացի ավելի շատ տեղապտույտով: Կիսվեք 2015 թ Ձեր կանխատեսումով:

Ղարաբաղա-ադրբեջանական սահմանին իրավիճակի օգոստոսյան սրացումը հազիվ թե  առանձնահատուկ էր հակամարտության ժամանակագրությունում: Թեև զինծառայողների մահը և ռազմական հզոր տեխնիկայի ոչնչացումը, անշուշտ, արտակարգ պատահարներ են: Եվ նման պատահարներն անբարենպաստ հանգամանքներում կարող են կողմերի կողմից լայնամասշտաբ ռազմական գործողությունների վերսկսման խթան հանդիսանալ:


Այլ բան է, որ նման գործողությունների ժամանակը, որոնք անխուսափելիորեն ամբողջ տարածաշրջանում իրավիճակի կտրուկ սրման կհանգեցնեն, անցնող տարում դեռ չէր եկել: Բանակցային գործընթացը նույնպես տեղապտույտ էր ապրում, ինչպես միշտ է լինում, երբ բացակայում է բանակցությունների առարկան: Կարծում եմ, որ 2015 թվականը թե’ ուժային, թե’ դիվանագիտական ճակատում Լեռնային Ղարաբաղի շուրջ արմատական բեկումներ չի բերի: Ըստ որում, առավել հավանական է, որ իրավիճակը դեպի պատերազմը կգնա, քան դիվանագիտական հաղթանակներ կարձանագրվեն`ինչպես տարածաշրջանում, այնպես էլ ընդհանուր առմամբ աշխարհում ընդհանուր անկառավարելիության և անադեկվատության պատճառով: Այդ ամենը դիտվել է անցած ողջ տարվա ընթացքում: Եվ, ցավոք, այդ միտումը, մոտ ապագայում միայն կուժեղանա:

2015 թվականին Բաքուն ռազմական հոդվածների համար հատկացնում է բյուջեի բոլոր հատկացումների 18%-ը` մինչև 5 մլրդ դոլար: Չնայած Ադրբեջանին հարվածային տեխնիկայի մատակարարումների պատճառների ըմբռնմանը` ռուս-հայկական ռազմավարական գործընկերության հարաբերություններում այսօր ավելի ցավոտ թեմա չկա, ընդ որում` ինչպես արևմտամետների, այնպես էլ Մոսկվայի նկատմամբ լոյալ տրամադրված հայկական շրջանակների համար:

2015 թվականին նույնպես Ռուսաստանը կշարունակի  Լեռնային Ղարաբաղի հակամարտության կողմերի հետ զենքի առևտրի հավասարության քաղաքականությունը:
Նման քաղաքականության պատճառները, նույնիսկ, ոչ թե վատթարացած տնտեսական պայմաններն են, այլ տարածաշրջանում ստատուս-քվոն պահպանելու Մոսկվայի ձգտումը: Միևնույն ժամանակ Կովկասում Ռուսաստանի քաղաքականությունը, ընդհանուր առմամբ, բնորոշվում է կարծրատիպերի առկայությամբ և  ցանկացած ուղղությամբ անսպասելի քայլերին անպատրաստությամբ, ՙփափուկ ուժ՚ կիիրառելու Մոսկվայի անկարողությամբ` այս կամ այն պետությունում, օրինակ, Ադրբեջանում հանրային կարծիքն աստիճանաբար իրենց օգտին փոխելու համար: Եվ, հաշվի առնելով այդ հանգամանքը` այստեղ արմատական փոփոխության հնարավորություն չեմ տեսնում:

Ռուսաստանի և Թուրքիայի հարաբերությունները բոլորովին այլ մակարդակի վրա են դրվել, ինչը Ռուսաստան-Արևմուտք դիմակայության պայմաններում դժվար է տնտեսական անվանել: Ձեր կարծիքով, ինչպիսի±ն կարող են լինել դրա հետևանքները կողմերի, ինչպես նաև Հայաստանի և Ադրբեջանի համար:

Ռուս-թուրքական հարաբերությունները ձեռք են բերում ռազմավարական գործընկերության բնույթ, այդ թվում` քաղաքական ոլորտում: Անշուշտ, դա շի նշանակում Հայաստանի նկատմամբ Ռուսաստանի դաշնակցային պարտավորություններից հրաժարում կամ դրանց վերանայում, կամ Մոսկվայի անսպասելի շրջադարձ Բաքվի կողմը: Անդրկովկասը, չխոսելով արդեն Հյուսիսային Կովկասի մասին, եղել և մնում է բացառապես ռուսական շահերի գոտի, և Թուրքիան այսուհետև էլ դա պետք է հաշվի առնի: Ռուսաստանցի և թուրք փորձագետների կողմից իրադարձությունների նման զարգացման ցանկալիության վերաբերյալ բազմաթիվ հայտարարություններն արտացոլում են նաև ռուս և թուրք հասարակությունների զգալի մասի խորքային իղձերը: Իսկ վաղեմի պատմական մնացուկները չպետք է, և, վերջին հաշվով, չեն ազդում այսօրվա քաղաքականության վրա: Ընդ որում ռուսաստանցի որոշ քաղաքական գործիչների արժե օրինակ վերցնել Էրդողանից` իր երկրի ազգային շահերը պաշտպանելու առումով: Ընդ որում, խոսել այն մասին, որ միջպետական հարաբերություններն այլևս ոչնչով չեն մթագնվում, մեղմ ասած, վաղաժամ է: Հատկապես, հաշվի առնելով, որ Թուրքիայում ապաստան են գտել մի շարք անջատականներ և արմատական իսլամականներ, որոնք պայքարում են ընդդեմ ՌԴ-ի, այդ թվում անմիջականորեն նրա տարածքում և զենքը ձեռքներին: Բավարար է հիշել 2012 և 2014 թվականներին Ստամբուլում այսպես կոչված ՙկովկասյան ֆորումների՚ անցկացումը: Ինչպես նաև Imkander ՙբարեգործական՚ կազմակերպությունը, որն իր թևի տակ է առնում առավել ակտիվ հակառուսական գործիչներին Թուրքիայում ապրող կովկասյան համայնքների ներկայացուցիչների թվից:Թուրքական իշխանությունները, եթե անմիջականորեն այդ ամենը չեն պաշտպանում, ապա չեն էլ արգելում, և այդ ոլորտում Մոսկվան լիովին իրավունք ունի Անկարայից պահանջել Ռուսաստանի թշնամիների նկատմամբ դիրքորոշման կոշտացում: Մյուս կողմից, միայն ողջունել կարելի է ընդհանուր արտաքին քաղաքական գծի մշակման ոլորտում ռուս-թուրքական մերձեցումը, որը նպատակաուղղված է ՌԴ և Թուրքիայի նկատմամբ ճնշում գործադրելու Արևմուտքի, առաջին հերթին, ԱՄՆ փորձերին:

Ռուսաստան-Արևմուտք դիմակայությունն օրեցօր ուժեղանում: Կարելի± է արդյոք 2015 թ. որևէ տեղաշարժ ակնկալել հակառակ ուղղությամբ`հաշվի առնելով ԵՄ երկրներում համապատասխան միտումների դրսևորումը:

Ռուս-ամերիկյան դիմակայության անցումն առավել կոշտ փուլ տարածաշրջանային խաղացողներին զրկում է խուսավարման լայնությունից: Եկել է լիակատար աշխարհաքաղաքական հստակության ժամանակը: Կարծում եմ, սակայն, որ դա բոլորի համար միայն օգտակար է: ՙԵվ ձերոնց և մերոնց՚ անբարո քաղաքականությունը, որն ամոթխածությամբ կոչում են ՙբազմավեկտոր՚, դեռ ոչ ոքի լավ բանի չի հասցրել:
Ռուսաստանի և ԱՄՆ-ի դիմակայությունը թևակոխել է եթե ոչ վճռական, ապա դրան մոտ փուլ: Իսկ Արևմուտքն իր ամերիկյան երրորդությունում «վերջնականապես հանեց բարի քեռու դիմակը, ով ժողովրդավարություն էր սովորեցնում բնիկ ժողովրդին` նրա իսկ բարօրության համարե: Ռուսաստանի նկատմամբ արևմտյան ճնշման վերջնական նպատակը Ռուսաստանի վերացումն է, համենայն դեպս` ինքնիշխան պետության կարգավիճակում:



Ինչ վերաբերում է Եվրոպային, ապա նրա քաղաքականությունն այնքան ոչ ինքնուրույն է և ամերիկյանից կախված, որ այն առանձին դիտարկելը, կարծում եմ, իմաստ չունի: Իհարկե, կցանկաննայինք հույս կապել ՙզանգվածների համաեվրոպական ապստամբության հետ՚, որոնք, գիտակցելով, թե ինչպիսի փլուզման է են տանում Եվրոպան իրենց իսկ ՙվերնախավերը՚, նրանց կվերացնեին` Ռուսաստանի հետ բարեկամության դրոշների ներքո, սակայն դա, առավելապես, ֆանտաստիկայի բնագավառից է:

Ձեր կարծիքով, ո±վ կարող էր հրահրել դեկտեմբերի 4-ին րոզնիի ահաբեկչական գործողությունը: Ու±մ է ձեռնտու Հյուսիսային Կովկասի ապակայունացումը:

Հյուսիսային Կովկասի ապակայունացման փորձը ձեռնտու է Ռուսաստանի աշխարհաքաղաքական հակառակորդին  և մրցակցին` ԱՄՆ-ին, որն էլ հենց միջնորդավորված կանգնած է րոզնիի արյունալի ակցիայի հետևում: Սակայն այժմ ոչ 90-ական,ոչ էլ 2000-ական թվականներն են: ՙԿովկասի պայթեցման՚ նախագծերից ստիպված են լինելու հրաժարվել, և` որքան շուտ, այնքան ավելի լավ կլինի բոլորի համար: Ակնհայտ է, որ րոզնիի ահաբեկչության մեղքը, որի արդյունքում զոհվեցին 14 ոստիկաններ, ընկած է արմատական-իսլամական ահաբեկչական ընդհատակի վրա: Վերջին տարիներին իրավապահ մարմինները տպավորիչ հաջողությունների են հասել արմատականներին ուժային հակազդեցության գործում: Բացի այդ, նրանց ոչ քիչ մասը և հնարավոր պահեստայինները մեկնել են պատերազմելու Սիրիայում և Իրաքում: Այդուհանդերձ, պնդել, որ այդ վտանգը վերացել է օրակարգից, անշուշտ, դեռ վաղ է: Ցավոք, ծայրահեղականները կարողացան իրենց հնարավորությունները ցուցադրել նույնիսկ այնպիսի ռազմականացված և իսլամական արմատականության վտանգը գիտակցող հանրապետությունում, ինչպիսին է Չեչինիան: Չեմ կասկածում, որ դրանից լուրջ հետևություններ կարվեն, ընդ որում` ոչ այնքան Չեչնիայում, որքան Կովկասի և Պովոլժիեի այլ հանրապետություններում, որտեղ վերջին ժամանակներս կրկին ուժ է ձեռք բերում իրական խնդիրները լռության մատնելու անառողջ միտումը: Իսկ այս կամ այն դժվարությունների ժխտումն անհնար է դարձնում դրանց լուծումը, ինչն ամենաբացասական հետևանքներ կունենա:
