 «Հաշվի առնելով արժեքների մասին իմ մտահոգությունները՝ ես կարծում եմ, որ Եվրոպական միությունն այժմ պետք է լինի ավելի զգոն, ավելի ներգրավված և էլ ավելի հաստատակամ ու Հայաստանի իշխանություններին «մեղավոր զգացնելով», փորձի հնարավորություն տալ ապացուցելու, որ եվրոպական արժեքների որդեգրման և իրականացման առումով նրանք շարունակելու են խորացնել ժողովրդավարական գործընթացները», - նախօրեին
հայտարարել է Հայաստանի նախկին
արտգործնախարար, ԱԺ «Բարգավաճ Հայաստան» խմբակցության պատգամավոր Վարդան Օսկանյանը Վիլնյուսի համալսարանում «Հայաստանի հյուսիսային ընտրությունը և Եվրոպական Միության հետ հետագա հարաբերությունները» թեմայով դասախոսության ըթնացքում:


 Ինչպես ԱրմԻնֆո գործակալությանը հաղորդեցին Վարդան Օսկանյանի գրասենյակից, նա,
մասնավորապես, նշել է, որ առաջիկա երկու օրերին աշխարհի ուշադրության կիզակետում Վիլնյուսն է լինելու. ոչ թե այն պատճառով, թե ինչ է տեղի ունենալու այնտեղ, այլ այն, թե ինչ տեղի չի ունենալու: «Գագաթաժողովի հիմնական իրադարձությունը պետք է լիներ Ասոցացման համաձայնագրի ստորագրումը Ուկրաինայի հետ և նախաստորագրումը Մոլդովայի, Վրաստանի ու Հայաստանի հետ: Այսօր մենք գիտենք, որ Ուկրաինան չի ստորագրի, իսկ Հայաստանը չի նախաստորագրի Ասոցացման համաձայնագիրը: Սրանից երեք հարց է ծագում.  ի՞նչ է պատահել,  ի՞նչ է սա նշանակում,



ի՞նչ է սպասվում», -
ասել է նա:



Առաջին հարցի վերաբերյալ Օսկանյանն
ասել է, թե որը կլիներ իր նախապատվությունը: «Ես կցանկանայի, որ Հայաստանը նախաստորագրեր Ասոցացման համաձայնագիրը՝ միաժամանակ շարունակելով օգտվել Ռուսաստանի, Բելառուսի և Ղազախստանի հետ գոյություն ունեցող ազատ առևտրի համաձայնագրից։ Ես կուզենայի, որ Հայաստանը Եվրասիական միությունում ունենար դիտորդի կարգավիճակ՝ առանց վտանգելու ռազմավարական իր հարաբերությունները Ռուսաստանի հետ: Որպես նախկին արտգործնախարար՝ ես կարող եմ ասել, որ այդ սցենարը հնարավոր էր», - ասել է նա:



«Ինչ վերաբերում է երկրորդ հարցին, թե ինչ է սա նշանակում, ապա դրան երեք տարբեր հարթություններում է պետք պատասխանել: Առաջինը գլոբալ հարթությունն է: Արդյոք սա Ռուսաստանի և Արևմուտքի հեռահար աշխարհաքաղաքական մրցապայքա՞ր է: Արդյոք սա երկրորդ սառը պատերազմի մեթոդներ ու մտածողությո՞ւն է: Ես հակված եմ հավատալ, որ այդպես չէ: Այս ամենի միջով մենք անցանք ՆԱՏՕ-ի ընդլայնման ժամանակ և դիմակայեցինք այդ փոթորկին: Ինտերնետի և բաց ու արագ հաղորդակցության մեր օրերում իսկապես շատ դժվար կլինի վերադառնալ Երկրորդ աշխարհամարտից հետո եղած իրադրությանը: Իմ հիմնական մտահոգությունը սրա տարածաշրջանային հետևանքներն են. արդյոք սա կխորացնի՞ բաժանումներն ու հատվածականացումը մեր տարածաշրջանում՝ Կովկասում՝ հաշվի առնելով այն փաստը, որ Վրաստանը, Հայաստանն ու Ադրբեջանը հավելյալ պատճառներ ունեն իրարից տարբերվելու և տարբեր իրադրություններում գտնվելու համար: Իմ մտահոգությունն առավելապես հայ-վրացական հարաբերություններն են, որտեղ ընդհանուր միակ տեսլականը՝ եվրոպական ինտեգրացիան, կարծես հօդս է ցնդում:



Երրորդ հարթությունը որոշման ներքին հետևանքներն են Հայաստանի բնակչության համար: Այդ հարթությունում մեզ՝ հայերիս, Հայաստանի հանրության համար անհրաժեշտ է իմանալ, թե արդյոք նախագահի որոշումը արժեքահե՞նք որոշում էր, թե՞ այն միայն բխում էր տնտեսական և անվտանգության նկատառումներից: Ես հուսով եմ, որ դա արժեքահենք որոշում չէր, որովհետև դա կարող է բացասական խոր հետևանքներ թողնել Հայաստանի վրա», -
նշել է Վարդան Օսկանյանը:
